  • CIDA’s website on Equality between Women and Men or Gender Equality
    The website explains what is equality between women and men, CIDA’s strategy to promote equality between women and men, the concept of gender analysis, examples of projects and results, publications, etc.
  • DAC Source Book on Concepts and Approaches Linked to Gender Equality
    The DAC Guidelines for Gender Equality and Women's Empowerment in Development Co-operation (1998) draw on lessons of experience and incorporate illustrations of improved efficiency, effectiveness and coherence in development co-operation. In the course of preparing those guidelines, the authors developed a valuable set of definitions of key concepts and approaches which guide and deepen the reader's understanding of gender equality issues and how to address them.

  • Accelerating Change: Resources for Gender Mainstreaming
    This manual is the tangible resource that emerged from the proceedings of the Technical Workshop on Gender Mainstreaming, Sanur, Indonesia, February 20-25, 2000. The primary objectives of the workshop were as follows: 1) To exchange strategies, examine activities and explore experiences; 2) To identify current challenges and opportunities with regard to the institutional structures, strategic linkages and tools that are essential to gender mainstreaming efforts; 3) To record achievements, document lessons and detail best practices for the purpose of sharing them outside the workshop.
  • Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI)
    In promoting, facilitating and supporting the implementation of gender mainstreaming throughout the United Nations, the Office of the Special Adviser has initiated consultations on gender mainstreaming with senior management in many different United Nations entities and developed methodologies, tools and information materials. The office works to create awareness of the benefits to programme outcomes of incorporating gender perspectives into work programmes throughout the United Nations system.

  • ILO – Gender Audit
    The International Labour Office (ILO) began conducting its first Gender Audit beginning in October 2001 through April 2002, as foreseen in the Action Plan on Gender Equality and Gender Mainstreaming in the ILO. The audit used a participatory and self-assessment approach to promote organizational learning about gender mainstreaming. The main objective of the audit was to promote organizational learning at the individual, work unit and Office levels on how to effectively implement gender mainstreaming in the policies, programmes and structures of the Office, which is the Secretariat of the International Labour Organization. The report covers areas such as: mainstreaming of gender equality as a cross-cutting concern in the ILO's Strategic Objectives programme and budget; existing gender expertise, competence and capacity building; information and knowledge management; choice of partner organizations; staffing and human resources; and perception of achievement on gender equality.
  • An Introduction to Gender Audit Methodology: Its Design & Implementation in DFID Malawi
    Produced by Caroline Moser, this working paper outlines the main components of a recently developed gender audit methodology. Its purpose is to provide a background paper for those seeking to undertake gender audits, as well as to show the uses of gender audits within the broader development field of meeting the Millennium Development Goals (MDGs). The working paper consists of the following five sections: 1) introduces the objectives of a gender audit and provides a brief background to the origins of this working paper; 2) introduces gender audits in terms of critical issues relating to definitions and approaches to gender evaluation and gender audits; 3) examines the objectives of gender audits relating to gender equality and gender mainstreaming; 4) focuses on the components of a gender audit, both the coverage and methodology for implementation and the structure and contents of an audit document and related measurement issues.

  • The Role of Microcredit in Poverty Reduction and Promoting Gender Equity
    This paper examines the role of microcredit as a tool in the fight against poverty and gender inequity. This paper aims to add to the body of lessons learned, best practices and indicators of the results, to spark discussion within CIDA and among its partners, and to create increased awareness of gender and poverty impacts of microcredit. It is not intended as the definitive response regarding the question of the social and gender impact of credit, but rather a tool for discussion.
  • Gender and PRSPs: with Experiences from Tanzania, Bolivia, Vietnam and Mozambique
    The report from Bridge provides an overview of gender and the Poverty Reduction Strategy Papers (PRSPs) with particular reference to Tanzania, Bolivia, Viet Nam and Mozambique. The study aims to give a general idea of how gender has been incorporated into the PRSP processes, particularly, in the four countries from where experiences are drawn.

    Available on Gender Action website, this paper discusses the ‘engendering’ of Poverty Reduction Strategy Papers (PRSPs), and discusses the role of organisations in supporting this process, at country level and internationally.
  • Do Poverty Reduction Strategy Papers Address Gender Issues : A Gender Audit of 2002 PRSPs
    Since the World Bank and International Monetary Fund introduced PRSPs as a prerequisite for borrowing by its poorest and transition country clients, they have become de facto national plans with budgets. To achieve their poverty reduction targets, PRSPs must address the gender dimensions of poverty including promoting women’s rights and commit to other gender responsive interventions. Unengendered PRSPs implicitly reinforce unequal gender patterns that hinder development. Lead by Gender and Action, this audit of the 13 PRSPs produced during 2002 demonstrates that 3PRSPs address gender issues commendably if not completely (Malawi, Rwanda and Zambia). Another 8 PRSPs spottily apply an outdated Women in Development approach, defining gender issues as reproductive health, girls’ education and a few other issues that vary by country. The remaining two PRSPs almost neglect gender.

  • Pathway to Gender Equality: CEDAW, Beijing and the MDGs
    This UNIFEM publication outlines how the wealth of knowledge generated from the processes surrounding the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the Beijing Platform for Action can be used as a lens to understand and address the gender equality dimensions of the Millennium Development Goals (MDGs). The publication highlights critical gender equality concerns for each MDG, identifies specific measures governments must take, and provides helpful resources to facilitate this work.

  • Gender Equality and Peacebuilding: An Operational Framework
    This framework, originally published in 1999 by CIDA, has been used by numerous organizations to help document and elaborate on gender equality issues in peacebuilding initiatives. For example, UNDP’s publication on Gender Approaches in Conflict and Post-Conflict Situations drew on the analysis in the guide and reproduced several sections.
  • Linking Gender Equality and Fragile States
    CIDA has commissioned North South Institute to review emerging donor thinking on fragile states, review policy frameworks and programming tools used in related areas such as peacebuilding, and draw on those analyses to help it strengthen the gender dimensions of its own fragile states strategy.
