  • This book proposes that evaluations are important tools for building organizational capacity. It discusses basic concepts of organizational capacity, how organizations develop capacity, and approaches for evaluating organziational capacity development. Each chapter has "Take-Home Messages" to summarize key points and suggestions on further reading.

  • Organizational Assessment - IDRC

  • This book provides a practical framework for organizational assessment and encompasses four areas: 1) Measuring organizational performance; 2) Understanding the organization's external environment; 3) Determining organizational motivation; and 4) Examining organizational capacity. It includes a sample outline of an organizational assessment.

  • Monitoring and Evaluation of Capacity and Capacity Development

  • Capacity is both a means and an end in development, yet there are very few examples of monitoring of capacity itself. Endogenous self-assessments and performance-monitoring are more effective at building an organization's capacity than exogenous accountability for reporting. The paper discusses a systems-thinking approach to capacity development, which can contrast with an RBM approach, and provides some examples of innovative approaches to M&E of capacity development.

  • This handbook provides useful tools for organizations to assess themselves, including several checklists and key questions to consider.

  • Institutional Assessment and Capacity Development: Why, what and how? (by the European Commission)

  • This paper looks at organizations as "open systems" and assesses not only the organization's capacities, but its context and the drivers of and constraints to change. The document is concise, contains several "tips & tricks," and discusses the appropriate role for donors in capacity development.
