  •   CIDA's Private-sector Development Policy (2003)

  • The objective of CIDA’s private sector development (PSD) policy is to create more, better and decent jobs and sustainable livelihoods by helping makets to function well and by stimulating the growth of the local private sector in developing countries and countries in transition. The policy outlines five outcome results, ranging from microfinance to trade facilitation, and three lenses for analysis: pro-poor, governance, and business.

  •   Business Dev't Services for Small Enterprises: Guiding Principles for Donor Intervention (2001)

  • Written by the by the Committee of Donor Agencies for Small Enterprise Development, this document assumes the following: that government is not a good BDS provider; BDS is a market; and that BDS can be provided on a commercial basis, even for the lowest-income segment of the entrepreneurial SE sector. The committee’s vision for BDS is of a well-functioning market with a diverse array of high-quality services that meet the needs of a larger proportion of SMEs affordably.
  •   Unleashing Entrepreneurship: Making Business Work For The Poor (2004)

  • This UN document by the Commission on the Private Sector & Development provides recommendations to donors, developing country governments and the private sector to improve the business enabling environment, encourage businesses to serve the poor, and improve entrepreneurs’ access to financing and knowledge while promoting a level playing field.
  •   Making business service markets work for the poor in rural areas: A review of experience (2004)

  • Published by the U.K’s Department for International Development, this document looks at weaknesses of donor interventions in business service markets, and proposes approaches to strengthen the market for business services.
  •    Wealth of the Poor: Eliminating Poverty through Market and Private Sector Development (2005)

  • This study by the Swedish SIDA looks at the development of markets, their role in reducing poverty, and the role of donors to promote PSD.
  •    Local Economic Development: Stimulating Growth and Improving Quality of Life (2003)

  • A knowledge product of the CIDA-funded Local Governance Support Program, Phase 2, this book provides an overview of good practices and strategies for promoting local economic development and includes examples of good practice in the Philippines.
  •   Local Economic Development: A Primer Development and Implementing Local Economic Development Strategies and Action Plans (2004)

  • This World Bank paper provides a five-stage strategic planning process for engaging the public sector, private sector and civil society in implementing local economic development plans.
